中國—瑞典經(jīng)貿(mào)聯(lián)委會第21次會議在瑞典斯德哥爾摩召開

4月1日上午,商務(wù)部副部長兼國際貿(mào)易談判副代表凌激與瑞典外交部國務(wù)秘書言禾康共同主持召開中國一瑞典經(jīng)貿(mào)聯(lián)委會第21次會議。中國駐瑞典使館臨時代辦萬德剛,瑞典駐華大使歐思誠出席。
凌激表示,今年是中瑞建交75周年、中歐建交50周年,中瑞和中歐經(jīng)貿(mào)關(guān)系將翻開新的篇章。近日,習(xí)近平主席會見國際工商界代表時,明確指出中國推進改革開放堅定不移,開放的大門只會越開越大,利用外資的政策沒有變也不會變。希望雙方秉持相互尊重、平等互利的建交初心,為企業(yè)創(chuàng)造公平、透明、非歧視的經(jīng)貿(mào)環(huán)境,加強科技創(chuàng)新領(lǐng)域合作,深挖綠色轉(zhuǎn)型、人工智能、信息技術(shù)等合作潛力,為中瑞經(jīng)貿(mào)合作賦能。
言禾康表示,瑞典政府高度重視對華經(jīng)貿(mào)合作,愿擴大瑞農(nóng)食產(chǎn)品對華出口,支持瑞企加大對華投資,推動兩國企業(yè)在綠色轉(zhuǎn)型、數(shù)字經(jīng)濟等領(lǐng)域取得更多合作成果。
雙方一致認(rèn)為,貿(mào)易戰(zhàn)沒有贏家,加征關(guān)稅違背世貿(mào)組織規(guī)則。中瑞將堅持自由貿(mào)易和經(jīng)濟全球化,共同維護以世貿(mào)組織為核心的多邊貿(mào)易體制,旗幟鮮明地反對單邊主義和保護主義。瑞方期待歐中雙方通過對話磋商,妥善解決包括電動汽車案在內(nèi)的經(jīng)貿(mào)摩擦。會后,雙方共同發(fā)布了《關(guān)于成立中瑞(典)綠色轉(zhuǎn)型投資工作組的聯(lián)合聲明》。
會議期間,凌激拜會了瑞典對外援助和外貿(mào)大臣杜薩。

關(guān)于成立中瑞(典)綠色轉(zhuǎn)型投資工作組的聯(lián)合聲明
為進一步加強中國—瑞典經(jīng)貿(mào)聯(lián)委會(1978年成立,2006年更新)的工作,中華人民共和國商務(wù)部副部長凌激與瑞典外交部外貿(mào)國務(wù)秘書言禾康于今日共同決定,將“投資工作組”與“經(jīng)貿(mào)領(lǐng)域節(jié)能環(huán)保工作組”合并為“綠色轉(zhuǎn)型投資工作組”。
綠色轉(zhuǎn)型投資工作組將基于“開拓可能”平臺1的經(jīng)驗開展活動。工作組將聚焦中瑞企業(yè)在綠色轉(zhuǎn)型投資中有共同利益的四大關(guān)鍵領(lǐng)域:
– 綠色能源與生產(chǎn)。例如,可持續(xù)供熱與可再生能源。
– 綠色交通。例如,低碳與智能運輸。
– 供應(yīng)鏈與循環(huán)經(jīng)濟。例如,提升透明度與更多使用創(chuàng)新材料。
– 可持續(xù)城市發(fā)展。例如,綠色基礎(chǔ)設(shè)施與廢棄物高效管理。
為促進工作組內(nèi)與雙方相關(guān)的議題對話,中方代表機構(gòu)包括商務(wù)部外國投資管理司、對外投資和經(jīng)濟合作司、投資促進事務(wù)局。瑞方代表機構(gòu)包括瑞典貿(mào)易投資委員會,參與“開拓可能”平臺的相關(guān)瑞典企業(yè)及組織,瑞典外交部可持續(xù)商業(yè)與創(chuàng)新大使。
工作組活動將基于共同利益與可用資源開展,并遵循參與機構(gòu)的各自職責(zé)。工作組內(nèi)雙方開展的活動受其自身預(yù)算約束。原則上,雙方自行承擔(dān)己方參與相關(guān)活動的費用。本聯(lián)合聲明不具備法律約束力。工作組運行機制的調(diào)整和補充須經(jīng)雙方書面同意。
本聯(lián)合聲明將作為工作組的指導(dǎo)文件,直至召開下一次經(jīng)貿(mào)聯(lián)委會會議。屆時,工作組將匯報工作成果,并決定下一步活動安排。

Joint Statement on the Establishment of Chinese-SwedishWorking Group on
Green Transition Investments (April 1, 2025)
In order to strengthen the work of the Joint Committee on Economic, Industrial and Technical Cooperation between Sweden and the People’s Republic of China, originally established in 1978 and updated in 2006, Sweden’s State Secretary for Foreign Trade, H?kan Jevrell, and Chinese Vice Minister of Commerce, Ling Ji, on this day has decided to merge the “FDI Working Group” and the “Environmental Protection and Energy Conservation Working Group” into the “Working Group on Green Transition Investments”.
The Working Group on Green Transition Investments will build on the experiences gained from the “Pioneer the possible” platform1. The Working Group will focus on four key areas of shared interest for Swedish and Chinese companies investing in the green transition:
– green energy and production, e.g. sustainable heating and renewable energy,
– green mobility, e.g. low-carbon and smart transportations,
– supply chain and circularity, e.g. increased transparency and innovative materials,
– sustainable urban development, e.g. green infrastructure and efficient waste management.
In order to facilitate dialogue within the Working Group on issues relevant to both parties, Sweden will be represented by Business Sweden and the relevant Swedish businesses and organizations engaged in Pioneer the possible, as well as the Ambassador for Sustainable Business and Innovation at Sweden’s Ministry for Foreign Affair. The Peoples’ Republic of China will be represented by the Department of Foreign Investment Administration, the Department of Outward Investment and Economic Cooperation, Investment Promotion Agency.
The activities of the Working Group will be carried out in line with mutual interests and available resources and under the participating organizations’ respective responsibilities. Activities conducted by the Parties active in the Working Group are subject to the budget of each Party. In principle, each Party is responsible for its own expenditure for relevant activities. Nothing in this Joint Statement is legally binding. Alterations and amendments to the functioning of the Working Groups shall be made by mutual consent of the Parties in writing. This Joint Statement will guide the Working Group until the next meeting of the Joint Committee on Economic, Industrial and Technical Cooperation, where the Working Group will present their work, and at which future activities of the Working Group will be decided.

1“Pioneer the possible” is a platform that supports Swedish companies to achieve their carbon neutrality goals while showcasing Swedish sustainable solutions to the Chinese market. Since 2022, Team Sweden in China has in collaboration with Swedish companies led this initiative to accelerate the green transition. Over the years, various activities such as seminars, roadshows, high-level stakeholder meetings etc. have been carried out to support this mission. The “Pioneer the possible” platform also enhances media exposure through external webinars, articles, and white papers.
